Sorry! Ignore the previous comment. I'm not familiar with inkscape. I was able to convert the image to SVG
The SVG doesn't actually have separate layers, it's more of a JPEG/PNG image.

the SVG for birthday boy was missing. That is the only one I needed - had to take png and convert to SVG which I could have done for free!!!! Very disappointed
